FEDERAL EQUIPMENT SCREENING PROCEDURES

A screening procedure for all capital equipment purchased with Federal or Federal pass-through funds was implemented on March 15, 1985. Recent changes in the language of the A110 has allowed some relaxation in the process.
Definition

Screening is the process of reviewing inventory lists of existing capital equipment before purchasing new items. Its purpose is to avoid the purchase of new equipment which would duplicate existing equipment available to a project, promote shared use of existing equipment, and free up Federal funds for other uses.
Procedures
  1. Screening will be required on capital equipment purchased partially or wholly with Federal funds or Federal pass-through funds.

           $25,000 or More Dean of School

     

  3. If the purchase is $25,000 or more, the Dean's office should send a memo to Contract & Grant Administration in Financial Management Support, stating that a like or similar equipment item is not available for use by the Project Director.
