Implementation of Expanded U.S. Public Health Service
Authorization for Alcohol, Drug Abuse and Mental Health Administration Grants
(ADAMHA)
May 26, 1989
The Alcohol, Drug Abuse and Mental Health Administration has implemented, effective February 1, 1989, the expanded authorities for grantee organizations which the National Institutes of Health (NIH) implemented with a note in the NIH Guide for Grants and Contracts, Volume 17, Number 34 dated October 21, 1988. The expanded authorities now permit the University to:
Extend the final budget period of a project
for up to one year on "R" series grant awards except R10, R18,
R43, and R44.
Incur preaward expenditures and obligations
up to 90 days prior to the beginning date of an award. These
expenditures are incurred at the P.I.'s own risk and must be underwritten by
the P.I.'s department, school, or campus research office.
Carryover of unobligated balances on "R" series grant awards except R10, R18, R43, and R44.
There are still items that require awarding agency approval. These are listed in the Important Notice Number 88-4 dated December 16, 1988 which implemented the NIH expanded institutional authority.
